In scheduled air service or in corresponding flight operation such twin- or multi-engine aircrafts, the performance of which in cases of engine failure does not fulfill the requirements for transport aircrafts especially in icing conditions, should not be approved. |
Issued: 11-JAN-1974 | To: | OH-KOA (10) |
Airports where scheduled air service is operated or where air traffic is otherwise busy should have more than one navigation device for instrument approach so that such approaches would be possible from more than one direction. One locator type beacon with weak power is to be considered insufficient for navigation if an airport is to be authorized to accept scheduled route service or corresponding traffic. The investigation commission suggests that the possibility of installing terminal-VORs placed on the site of minor aerodromes should be examined, |

Information concerning accident, rescue, and search measures given over public communication outlets, especially where such outlets are capable of fast and extensive communication, should be adequately checked for its reliability before its announcement. Erroneous information can impede the activity and may have serious results, e.g in the interruption of part of the rescue activity. |
Issued: 11-JAN-1974 | To: | OH-KOA (12) |
The defining of the accident site and the search area necessary in case of an aircraft accident is the responsibility of the ATS authorities in charge of the search and rescue service. The training for this part on the responsibilities of the ATS should be improved and practices should be arranged at regular intervals. |
Issued: 11-JAN-1974 | To: | OH-KOA (13) |
The information of the accident site and the search areas conveyed to the authorities responsible for the ground search must be quickly dispatched and sufficiently precise. The methods required for the efficient conveyance of such information should be clarified beforehand. Likewise, the map material on the basis of which the defining of the site or region will be made by the authorities concerned, should be clarified. In order to guarantee the efficiency of the activity, recurrent and sufficiently complete exercises should be arranged within the RRCs in order to ensure smooth co-operation between the different authorities. |
Issued: 11-JAN-1974 | To: | OH-KOA (14) |
The development of the communications and the co-ordination procedures between the different authorities in charge of the search and rescue should quickly be made more efficient. |
Issued: 11-JAN-1974 | To: | OH-KOA (15) |
The communication discipline of the persons involved in the above-mentioned activity should be made stricter in order that communication contact will be preserved. The airports should be equipped with emergency telephones the numbers being known only to the concerned authorities. |
Issued: 11-JAN-1974 | To: | OH-KOA (16) |
In purchasing rescue helicopters, vehicles of greater performance than now possessed should be striven for. Special instruments and equipment necessary for the search and rescue service should be quickly purchased for the helicopters so that they could be used with maximum efficiency under different conditions. A heightened state of preparedness for an emergency should exist for the helicopters used. |
Issued: 11-JAN-1974 | To: | OH-KOA (2) |
When defining and approving the maximum permitted take-off weight of aircrafts with relatively limited performance, general flight conditions and especially the possibility of icing, the time of the year, and the purpose for which the aircraft is intended should be taken into account. |
Issued: 11-JAN-1974 | To: | OH-KOA (3) |
The supervision on behalf of airlines and authorities of the check flights, emergency and rescue service training, and other regularly controlled flight safety activities of commercial airlines should be made more efficient. |
Issued: 11-JAN-1974 | To: | OH-KOA (4) |
When familiarizing pilots to the aircraft, the training for a particular type of aircraft should be sufficiently thorough. When the aircraft is being used for instrument flight operations, the type training should also include a sufficiently thorough instrument flight programme. The training should pay adequate attention to the knowledge of the performance characteristics of the aircraft especially in exceptional conditions, |
Issued: 11-JAN-1974 | To: | OH-KOA (5) |
Sufficient first aid training for aircraft crew members of commercial airlines and the regulations concerning this training should be checked and brought up to date. |
Issued: 11-JAN-1974 | To: | OH-KOA (6) |
The check flights which are to be performed at regular intervals by the pilots working in scheduled route service or corresponding air service should be made on such aircraft as is actually operated and the check flights should include a sufficiently complete instrument flight programme. |
Issued: 11-JAN-1974 | To: | OH-KOA (7) |
In connection with the import and registration of a new aircraft type, the training programme for this aircraft type and the flight instructor and check pilot programmes required by this type of training should be so clarified that these activities can be performed with adequate competence and in an appropriate manner. |
Issued: 11-JAN-1974 | To: | OH-KOA (8) |
The procedure regarding authorization of the repair shops making repairs on aircraft and their equipment should be observed. The systems of surveillance of the repair shops and the work done in them should be checked and made more precise. |
Issued: 11-JAN-1974 | To: | OH-KOA (9) |
The aircraft used in scheduled route service and corresponding service should be equipped with the following facilities and equipment:
- a suitable, easily manoeuvrable or automatically activated emergency radio making direction finding possible.
- efficient signal pistols suitable for the shooting of signal rockets (in smaller aircraft e,.g. rocket pens would be sufficient).
- the emergency and rescue service equipment should include a.o. things a compass, knife and saw.
- the splinting of injured persons and especially persons with bad fractures would be made possible by including so-called "air-bag splints" made of plastic in the equipment. |
