PROBABLE CAUSE:LOSS OF ENGINE POWER DUE TO WATER CONTAMINATION IN THE FUEL. A FACTOR RELATED TO THE ACCIDENT WAS: INADEQUATE DESIGN OF THE FUEL SYSTEM DRAINS, WHICH PREVENTED AN ADEQUATE PREFLIGHT OF THE FUEL SYSTEM.
