PROBABLE CAUSE: THE PILOT CONTINUED THE VFR FLIGHT INTO IMC AND FAILED TO MAINTAIN CLEARANCE FROM OBSTACLES ON THE GROUND. FACTORS RELATING TO THE ACCIDENT WERE THE CLOUDS, LOW CEILING, AND RAIN.
