Narrative:
PROBABLE CAUSE:IMPROPER PLANNING/DECISION BY THE PILOT AND THE LACK OF SUFFICIENT AIRSPEED TO MANEUVER (CIRCLE TO LAND) IN UNFAVORABLE WIND CONDITIONS WITH STRUCTURAL ICE ON THE AIRCRAFT. THE ADVERSE WEATHER CONDITIONS AND STRUCTURAL (WING) ICE WERE RELATED FACTORS.
