PROBABLE CAUSE:IMPROPER IN-FLIGHT PLANNING/DECISION BY THE PILOT AND HIS FAILURE TO MAINTAIN SUFFICIENT CLEARANCE ABOVE THE GROUND. THE TAILWIND, HIGH OBSTRUCTION (SHELTER BELT), AND DOWNDRAFT WERE CONTRIBUTING FACTORS.
