Narrative:PROBABLE CAUSE:IMPROPER COMPENSATION FOR WIND CONDITIONS BY THE PILOT, AND HIS FAILURE TO MAINTAIN CLEARANCE FROM THE SERVICE TRUCK. FACTORS RELATING TO THE ACCIDENT WERE: THE UNFAVORABLE (VARIABLE) AND GUSTY WIND CONDITIONS AND CLOSE PROXIMITY OF THE SERVICE VEHICLE.
