Narrative:

PROBABLE CAUSE:FAILURE OF AIRPORT MANAGEMENT TO ESTABLISH A DISPLACED THRESHOLD WHICH WOULD PROVIDE ADEQUATE OBSTRUCTION CLEARANCE. FACTORS CONTRIBUTING TO THE ACCIDENT WERE THE POWER LINES, THE UTILITY POLE AND THE DUSK LIGHT CONDITIONS.
