PROBABLE CAUSE: THE PILOT'S FAILURE TO MAINTAIN ADEQUATE AIRSPEED. FACTORS RELATED TO THE ACCIDENT WERE THE WEATHER OBSCURATION AND FAILURE TO ATTAIN PROPER RUNWAY ALIGNMENT.
