THE ACFT COLLIDED WITH RISING TERRAIN WHILE MANEUVERING IN A MOUNTAIN PASS. LOW CEILINGS, 40 TO 50 KT WINDS AND RAIN SHOWERS WERE REPORTED IN THE AREA AT THE TIME OF THE ACCIDENT. CAUSE:
