Narrative:THE AIRCRAFT STRUCK THE MOUNTAIN AT THE 4000 FOOT LEVEL. AT THE TIME OF THE ACCIDENT SEVERAL WITNESSES STATED THAT THE WEATHER WAS IFR, LOW CEILING, GROUND FOG, AND THE PREVAILING VISIBILITY WAS LESS THAN ONE MILE. CAUSE:
