PROBABLE CAUSE:THE LOSS OF ENGINE POWER DUE TO FUEL EXHAUSTION AND THE PILOTS SELECTION OF UNSUITABLE TERRAIN FOR THE FORCE LANDING. A FACTOR WAS THE PILOT'S IMPROPER INFLIGHT DECISION.
