PROBABLE CAUSE:LACK OF TOTAL EXPERIENCE BY THE UNQUALIFIED PERSON AT THE CONTROLS; IMPROPER USE OF ROTORCRAFT FLIGHT CONTROLS BY AN UNQUALIFIED PERSON. A FACTOR IN THE ACCIDENT WAS THE FENCE.
