PROBABLE CAUSE: FAILURE OF THE PILOT TO MAINTAIN ADEQUATE ALTITUDE OR CLEARANCE FROM THE TERRAIN. FACTORS RELATED TO THE ACCIDENT WERE THE UNFAVORABLE WIND CONDITION AND THE PROXIMITY OF THE HILL TO THE RUNWAY.
