PROBABLE CAUSE:THE PILOT'S MISJUDGEMENT OF HIS ALTITUDE. FACTORS RELATED TO THE ACCIDENT WERE: LIGHT CONDITIONS AT DAWN AND GROUND FOG IN THE AREA, WHICH RESULTED IN THE PILOT'S LACK OF VISUAL PERCEPTION.
