PROBABLE CAUSE:IMPROPER PLANNING BY THE PILOT RESULTING IN FUEL EXHAUSTION. THE PILOTS LACK OF EQUIPMENT AND ABILITY TO HANDLE THE WEATHER SITUATION WAS IGNORED BY THE PILOT IN HIS PLANNING FOR THE FLIGHT.
