PROBABLE CAUSE: FUEL STARVATION DUE TO THE AIRCRAFT BUILDER LOCATING THE FUEL FILTER IN AN IMPROPER LOCATION DURING THE CONSTRUCTION OF THE AIRPLANE'S FUEL SYSTEM.
