Narrative:
On December 26, 2014, a Mi-2 helicopter, registration RA-15643, operated according to a flight request from Almetyevsk RNFU “Transneft”, was scheduled to perform two flights along the route: Sarmanovo – Aznakaevo – Almetyevsk – Aznakaevo – Sarmanovo, for the purpose of inspecting the Aznakaevo–Almetyevsk oil pipeline.

An aviation technician was on board to perform technical maintenance at landing points.
The helicopter took off from the Sarmanovo helipad at 06:00.
At 06:26, the helicopter landed at the Aznakaevo landing site to take the customer representative on board.
At 06:28, the helicopter took off again to perform the oil pipeline inspection flight.

The flight was conducted at a true altitude of about 100 meters (according to the PIC), with several descents and hovers at altitudes of 2–3 meters on the observer’s instructions, to record pipeline marker numbers in areas where fresh earth excavation was observed near the pipeline.

Throughout the flight, the PIC maintained stable radio contact with the Bugulma controller.
At 06:59, the PIC reported that the flight was proceeding normally and planned the next check-in in approximately 30 minutes.

At about 07:05, near the village of Nizhnyaya Maktama, the observer on board noticed a newly dug trench near the pipeline.
At the observer’s request, the PIC descended and hovered at about 3 meters near a reference marker to visually read the data on its identification plate.

During the hover, the main rotor blades struck an overhead power line crossing the area.
As a result, the helicopter began to rotate to the left, followed by a hard landing and tail rotor blade contact with the ground
The crew and the passenger were not injured.

The cause of the accident was insufficient vigilance by the pilot-in-command (PIC) during descent and hovering, which led to the main rotor blades striking the wires of an overhead power line.

Contributing factors may have included:
- Absence of obstacles along the flight route on the flight map;
- Lack of markings on the power line wires in the area of the oil pipeline;
- Inadequate quality of preflight and preliminary flight preparation.
