Narrative:
While flying over the area near Tamamura Town, Sawa District, Gunma Prefecture for leisure, the engine power decreased, prompting a forced landing on a riverbed. The aircraft had one pilot onboard, who was uninjured, and the aircraft sustained no damage.

Probable Cause:
It is presumed that the aircraft experienced a continuous loss of engine power during flight due to a reduction in the fuel supply to the engine.

The reduction in fuel supply during flight is presumed to have been caused by contamination adhering to the fuel filter, which restricted the flow of fuel, and additionally, by insufficient fuel pressure resulting from a check valve in the fuel pump not being fully closed.

The failure to detect the contamination of the fuel filter and the degraded performance of the fuel pump before the continuous loss of engine power is believed to have been due to inadequate inspection and maintenance that did not conform to the manufacturer’s prescribed manual.

Necessary Preventive Measures:
As indicated in the analysis, operators of ultralight powered aircraft must carry out appropriate inspections and maintenance in accordance with the manufacturer’s prescribed manual. Furthermore, when inspections and maintenance are performed, proper maintenance records must be kept.
