PROBABLE CAUSE: INTENTIONAL FLIGHT BY THE PILOT INTO INSTRUMENT METEOROLOGICAL CONDITIONS WHICH RESULTED IN A INFLIGHT COLLISION WITH RISING TERRAIN, WHICH WAS OBSCURED BY FOG. A FACTOR RELATED TO THE ACCIDENT WAS THE PILOTS EVALUATION OF THE WEATHER.
