PROBABLE CAUSE:FAILURE OF THE PILOT TO MAINTAIN SUFFICIENT AIRSPEED, WHICH RESULTED IN A STALL AND LOSS OF CONTROL. CONTRIBUTING FACTORS WERE: THE WEATHER CONDITIONS, WHICH WERE BELOW MINIMUMS, AND FAILURE OF THE PILOT TO PERFORM A MISSED APPROACH.
