PROBABLE CAUSE:THE PILOT'S FAILURE TO MAINTAIN SUFFICIENT TERRAIN CLEARANCE ALTITUDE DURING A LOW ALTITUDE TURN. CONTRIBUTING TO THE ACCIDENT WAS THE PILOT'S POOR JUDGEMENT IN CONDUCTING TOUCH-AND-GO LANDINGS WITH A 700-FOOT CEILING.
