Narrative:On April 7, 1996, at 11:55 CDT (Central Daylight Time) a Mitsubishi MU-2B, N310MA, collided with a tree and the ground during an emergency landing near Panola County Airport, in Batesville, Mississippi. The personal flight operated under the provisions of Title 14 CFR Part 91, and the pilot had filed an instrument plan for this flight. Visual weather conditions prevailed at the time of the accident. The airplane sustained substantial damage, and the private pilot and passenger were not injured. The flight departed Montgomery, Alabama, at 10:55 hours.
During the approach to Batesville, both of the aircraft's engines 'quit'. The pilot confirmed that the fuel selectors were in the 'on' position and then feathered both propellers and prepared for a forced landing in an open field about one mile from the airport. During the forced landing the aircraft collided with a tree sustaining substantial damage. The accident happened in daylight (11:55 Local Time) and in VMC.
The aircraft was operating a flight from Montgomery and had departed about one hour earlier. It was discovered after the accident that there was enough fuel on board, and it is therefore believed that the engine failure was due to fuel starvation. It is understood that an improperly closed fuel filler cap may cause an air pressure head between the centre tank and the outboard tanks. Air leaking from the filler cap can result in a failure of the fuel transfer system to transfer fuel from the outboard tanks to the centre tank.
Service Bulletin 130A, which calls for the removal of the vent check valves from the bulkhead between the tanks, was issued to address this problem, however, this Service Bulletin had not been incorporated on the aircraft.
