IMPACT OCCURRED AT THE 3,600 FT LEVEL ON A STEEP SLOPE OF MOUNTAINOUS TERRAIN. INSTRUMENT METEOROLOGICAL CONDITIONS WERE REPORTED BY PILOTS AS WELL AS GROUND PERSONNEL IN THE AREA. LOOSE AND UNSTABLE TERRAIN CONDITIONS LIMITED THE INVESTIGATIVE EFFORT. CAUSE:
