THE PLT WAS OBSERVED TO CRASH SHORTLY AFTER TAKEOFF. WITNESSES STATED IT HAD BEEN SNOWING OFF & ON. THE PLT'S BLOOD ALCOHOL LEVEL WAS 228 MG%. CAUSE:
