Narrative:THE PILOT-IN-COMMAND OF THE FLOAT EQUIPPED AIRPLANE, OVERLOADED THE AIRPLANE BEYOND THE AFT LIMIT OF THE CENTER OF GRAVITY RANGE. HE TOOK OFF WITHOUT FLAPS AND ATTEMPTED TO TURN AWAY FROM RISING TERRAIN. THE AIRPLANE STALLED AND CRASHED. CAUSE:
